I am desired by the Council of the Institute to ask you to

be so good as to convey its thanks to the Secretary of State for

his letter of 18th September on the subject of passage allowances

for Assistant Analysts in the Hong Kong Government when they

proceed on or return from leave.

The Council is grateful for the action taken by the Secre-

tary of State in representing the matter to the Hong Kong Govern-

ment, but feels constrained to express its disappointment that the

matter has not been settled.

Appointments for scientific and technical officers are

advertised from time to time on behalf of the Hong Kong Government,

and a recent announcement in The Times for a Professional Assist-

ant in the Royal Observatory included the phrase "free passage".

The Council of the Institute ventures to submit that it is

highly desirable that these appointments should be in every way

suitable for gazetted officers of university education and reputa-

ble standing, and would again express the hope that the Hong Kong

Government would change the regulations so that such officers may

have the same privileges as were formerly accorded to them.
